Phedi Khola (Thumlung) Small Hydroelectric Project is situated in Bhojpur District, Koshi Province. Project area lies between 27°22''' 13'"'' N to 27°23' 00" N latitude and 87° 00' 29" E to 87° 01' 32" E longitudes. The Project area is 16 km south east from Dingla, one of the major historical towns of Bhojpur. Phedi Khola, within the Project area, lies entirely within Salpasilichho Gaupalika (earlier Dobhane VDC). The headworks site has been proposed very close to the confluence between Phedi (Thumlung) Khola and Chhage Khola. Whereas the proposed powerhouse site is located about 2400 m downstream from the headworks site and 300 m upstream from the suspension bridge in the Phedi Khola (Thumlung) near the confluence near Dobhane village of Salpasilichho Gaupalika (earlier Dobhane VDC). The major structure of the project is proposed on the right bank of the Phedi Khola. Project component lies in the right bank of the Phedi Khola. Headworks site is located about 50 m downstream of the confluence between Lawarekhola and Bhote Khola which is the termed as Phedi Khola. Powerhouse is proposed about 300m upstream from the suspension bridge proposed at Phedi Khola at Dobhane.

Proposed headworks site of Phedi Khola (Thumlung) Small Hydropower Project lies at an elevation of 1120 masl. Catchment area of Phedi Khola at the intake site is 58.26 km2. The powerhouse site of Phedi Khola (Thumlung) Small Hydropower Project at an elevation of about 940 masl. Design discharge of the project at 40% exceedance flow is 2.91 m3/s. Design of the diversion weir and the headworks has been carried out considering 200 years return period flood discharge of 281.38 m3/s.

Installed capacity of the Phedi Khola (Thumlung) Small Hydropower Project is 4.30 MW. This ROR scheme comprises of about 25 m long diversion weir with full reservoir level at 1120.00 masl will divert the design discharge towards the intake at right bank of the river. One number undersluice of 2.0 m width & 2.0 m high have been provided. Similarly, two number of intakes of size 2.20 m width and 1.00 m high have been provided to facilitate the safe withdrawal of discharge from the intake towards gravel trap. Gravel trap of size 3.90 m width and 9.08 m length (including both curve and straight portion) immediately after the intake will be provided to settle the gravel size of more than 4 mm with gravel flushing arrangement. Surface type settling has been designed to settle 0.20 mm sediment particle with 90% trap efficiency, basin with two bays having length 36.00 m, width of 4.50 m each and 3.01-5.42 m depth.

Pressure Pipe is the main water conveyance system of the project which is about 2309.52 (up to bifurcation) m long with internal diameter varies from 1.40 to 1.10 m diameter connects the Powerhouse. Two horizontal shaft Pelton turbines each of 1.95 MW capacities will be installed in a surface powerhouse and tailrace race of 150.00 m long is provided to discharges water back to the Phedi Khola.

Phedi Khola (Thumlung) small Hydropower Project shall construct 33 kV single circuit ACSR Dog conductor transmission line (approximately 5 km) up to the switchyard of the to be constructed Upper Irkhuwa HPP’s Powerhouse. The project has been planned to be commissioned by the end of FY 2025/2026, with estimated construction period of 24 months. Construction power will be managed by connecting from the nearest distribution line or by using diesel plant.

Total annual energy generation from the plant is 26.045 GWh. However, the annual energy available to sale after outage, internal consumption and transmission line losses, which is estimated as 5.0%, will be 24.74 GWh. Out of which 17.19 GWh is the wet energy and 7.55 GWh is the dry energy.

Cost estimate of Phedi Khola (Thumlung) Hydropower Project has been carried out based on 2022/2023 price level. Major cost components are divided into Land and support, Pre-operating expenses, infra- structure works, civil works with necessary protection, hydro-mechanical and electromechanical works, transmission line, engineering and management and other indirect cost. Cost of value added tax (VAT), custom and contingencies have also been considered in the cost estimate. Total estimated cost of the project without interest during construction as of 2023 price level is NRs. 863 Million Based on the planned disbursement of the cash flow, the total estimated cost of the project with interest during construction is NRs. 941 Million.

Financial analysis of the project is carried out to assess the financial viability of the project. PPA is done based on prevailing practice in Nepal i.e., NRs. 8.40/kWh for the dry season and NRs. 4.80/kWh for wet season with simple annual escalation of 3% for eight times from the commercial operation date.

Internal rate of return of the project is 14.50 %. Likewise, benefit cost ratio is 1.30 and NPV is NRs. NRs. 230.9 Million. The financial parameter indicates the financial viability of the project.

Location and Accessibility

Location

The project is located between 1120 m and 935 m above mean sea level in the middle reach of Phedi Khola of Bhojpur District, Eastern Nepal (Province no 1). The Project area is approximately 12 kilometers south east from Dingla, one of the major historical towns of Bhojpur. Phedi Khola, within the Project area, lies entirely within Salpasilichho Gaupalika (earlier Dobhane VDC) The headworks site has been proposed very close to the confluence between Laware Khola and Bhote Khola which is the termed as Phedi Khola whereas the proposed powerhouse site is located about 300 m upstream from the suspension bridge in the Phedi Khola (Thumlung) near the confluence near Dobhane village of Salpasilichho Gaupalika (earlier Dobhane VDC).

Geographically, the licensed co-ordinates of the Project area spread between 87°00’29” to 87°01’32” longitudes and 27°22’13” to 27°23’00” latitudes.

Accessibility

All the weathered road is available from Kathmandu to Tumlingtar. The onwards earthen road is available up to Salpasilichho and after that a forest trail connects the Gothe bazaar. From Gothe bazaar to Dobane (Powerhouse site) is connected by Pasang Lahmu highway and the access road from Powerhouse to Headwork site is completed.

RCC Bridge is under construction joining Sankhuwasabha and Bhojpur district. But at the moment only suspension bridge is available.

Equity shareholders already to inject 15 crore equity & Rastriya Badijya Bank Ltd.is Ready to Invest to  the project. Complete DDA report from Sanima Hydro and Engineering Pvt.Ltd. and as Bank request Project sign Agreement to this Company .

Detailed Engineering Activities
The developer conducted the feasibility study on 2017. As per the previous feasibility study report the proposed Headwork and Powerhouse has been proposed at the location at an elevation of 1103.75 masl and 941.857 masl with all the major structure (headwork, alignment and powerhouse at the left bank of the Phedi Khola. The pipe alignment along the left bank has chances of landslides, steep slope with heavy rock excavation throughout the alignment and accessibility.so to avoid the difficulties the consultant has carried out the studies ,As per the present study headworks area is shifted and proposed at the elevation of 1120.00 masl upstream from previous location about 30 m downstream from the confluence between the laware Khola and Bhote Khola which is then termed as Phedi Khola at Sumpiya Village to divert the water towards right bank and powerhouse has been proposed at an elevation of 938.00 masl at the right bank of the Phedi Khola just u/s of the suspension bridge proposed at Dobhane. The proposed new headworks location is sufficient for controlling the flow at intake and naturally the intake site is suitable and even during high flood the velocity of flow in weir site is stable. Geology around the proposed new headworks area is stable. With the fixation of suitable headworks site have been chosen at 1120.00 masl and the powerhouse site is selected approximately 2309.52 m downstream (river length) of the proposed headworks site, nearby u/s of the Suspension bridge proposed at Phedi Khola at Dobhane withall the major structure at the right bank to avoid landslides, steep slope with heavy rock excavation throughout the alignment and accessibility. With shifting the location of the headworks and powerhouse and fixing the discharge 2.91 which corresponds to 40% exceedance flow (previously 2.61 at 45% exceedance flow) leads in increase in head and discharge of the project which consequently result in increase in install capacity of the Project from 3.52 MW to 4.30 MW.


PROJECT IMPLEMENTATION STATUS.
Access Road:
Phedi Khola (Thumlung) SmallHydropower Project area is located in Bhojpur District of Eastern Development Region of Nepal. The project site can be accessed by three different alternatives.
Route 1: Tumlingtar-Satighat - Chirkhuwa- Nepaledanda-Tamutar -Phedi headworks-Phedi Powerhouse.
Route 2: Tumlingtar-Satighat-Chirkhuwa-Gahate - Majuwabeshi-Tintama-Gothe bazaar - Phedi Powerhouse- Phedi Headworks
Route 3: Bhojpur-Dingla-Chirkhuwa-Route1/Route 2
Route 4: Khadbari-Heluwabeshi-Majuwa beshi-Route 2
Tumlingtar in sankhuwasabha district has all-weather motorable roads as well as airport with black topped pitch. For the Route 1, there is bridge underconstruction in Satighat for Arun River. It needs to cross Chirkhuwa to access project all-round the year. The track opening for the Route 1 is ongoing and about 4 km is being built to reach headworks site. For Route 3, there is public service up to Dingla bazaar and tractor is running from Dingla to Chirkhuwa. From Chirkhuwa it can be extended towards the project site either by Route 1 or Route 2. For Route 4, there is public taxi services up to Heluwabeshi and there is bridge proposed in Arun River.
